FS#144 - Allow configuration in dotdir

With the introduction of ~/.vcs/ (or ~/.vcs-nix/) it makes sense moving local configurations there. The older ~/.vcs.conf will still be accepted.

Load order:

/etc/vcs.conf
~/.vcs.conf
~/.vcs/vcs.conf
./vcs.conf
